Premiere Elements 13 asks for sign in, cannot complete

I have an already-purchased version of Premiere Elements 13 which I am attempting to install on Windows 11. When I initially attempted to run the program I got the Adobe Sign-in window (which I have attached a picture of). It required me to either validate through the QRcode or use offline activation, the latter of which I tried using the request code and my serial number, but this failed to produce a response code. I tried the QRcode method and this results in nothing more than the window closing and the program not loading. Initially I was able to run the software but now all I get is the activation/log-in window and the results I have described above. Any help is appreciated. Thanks

Adobe no longer supports activation of the program for versions other than its current (version 2025 and version 2026). Your version is a decade old.

Thanks, does this mean I would have to repurchase the software as Premiere Elements 2025?
