Premiere Elements 13 - can't deactivate

I have Premiere Elements activated on a desktop and a laptop... but my laptop has died and I can't de-activate it to activate on a new laptop. I have access to the hard drive, is there anything I can do within the files of the old hard drive to de-activate it?

    If you can't deactivate the install because your computer died, it's best to work with Adobe Customer Care via Chat and they'll deactivate it.
