Premiere Elements 13 Can't Render or Save files.

Everytime I try to save a project or export or render in my premiere 13 it always fails.

When I try to export as mp4 I receive message like

Cannot open C:\....  for writing. Please check the output filename and file permissions ..

What can be the reason ?
