Premiere Elements 13 will not Activate

I am attempting to Activate my copy of PE13 installed on a Windows 11 Pro PC.

 

I signed out of the copy on the machine I'm migrating from but the new installation continues to give me the error that the Serial Number is already in use by the maximum number of machines.

 

I left it several days to see if the release of the old machine would take time to register, but it remains locked out.

 

Strangely, when I went to my Adobe Account it states that there are NO machines with activated copies of either my PE13, or my version of Photoshop and Lightroom.  (Photoshop and Lightroom installed flawlessly, but are not present in the list of devices/programs either - but that's a separate issue).

 

I'm out of ideas.  Any thoughts on how to have PE13 recongnize that I've signed out of one machine and allow me to activate on the new one?

Thank you both - I"m curious if you can advise me on the best way to contact Support for issues like this?

Contact support and ask if they will reset your activation count.
