Premiere Elements 14 freezes computer, uses 100% disk

I'm running Premiere Elements 14 on Windows 10 pro x64. I had issues with it and an agent helped me in the past couple of weeks, but after re-installing it, it freezes every time I try to start the program, uses 100% of my disk, and freezes any other program I have open. Could the file be corrupt? I've never had this issue before.
