Premiere Elements 15 always starts in Full Screen

Is there a setting that allows me to start Premiere 15 in other than full screen mode?  I am using a windows win 7 pc.  Every time I open Premiere, it opens by default in full screen.  I adjust the workspace size to what Iwant, but after closing and reopening, it reopens in full screen.
