Premiere Elements 15 issue (composition perhaps?)

I can't figure out why it's adding those black edges it's frustrating! I'm still very new, I've done a few videos before, and never encountered this... How do I get it back to regular?

    The footage is not matching the project.   It is like putting a square photo in a rectangular frame.  The project is the rectangle and the video is the photo.

    What are the project settings and how did you set them?  What are the pixel dimensions of the footage?
