Premiere Elements 16 - problem with activation

In 2018, I bought Premiere Elements in one of the stationary stores. I have activated the program and it is visible on my adobe account together with the download option and serial number. The serial number is also on the envelope with the CD in the box. I haven't used this program for over 2 years and decided to give it to my brother.
After the installation on his computer, a message popped up to deactivate the program on another computer. Now I have information that the product key is not genuine. What can I do with this ?

This may not be the problem, but I remember another message that SEEMED to indicate that the invalid key message was an error caused by too many activations... so have chat support reset your activation count and try again

When you can't deactivate a serial number
BE SURE TO ONLY ASK FOR ACTIVATION SUPPORT TO ADJUST YOUR ACTIVATION COUNT
You may need to PERSIST or TRY AGAIN to find a support agent with more experience
