Premiere Elements 2018 Install Error

I don't work for Adobe so what I explain may be wrong.  My understanding is that Adobe put most of their products into a subscription service so that their customers always have current operating versions.  An exception is the Elements products that are still sold on a one time purchase "perpetual" license.   The Adobe policy is to "support" the current and last versions.  Older versions will continue run, but if new installations require "support" files from Adobe servers, they may not be there.   Nor will Adobe techs provide help.  The single source of support for old versions is here, in this Adobe sponsored forum.
