Premiere Elements 2018 Operating System Update Issue

I have recently upgraded my MacOs from 10.13 to Version 11.4 and now Premiere Elements 2018 willl not work?

The application files are still in the Applications folder. How do I restore this application please?

What was true of macOS 10.15, is certainly true of macOS 11.4:

"Adobe recommends that customers using older versions of Photoshop Elements or Premiere Elements (versions 2019 or earlier) DO NOT upgrade to macOS 10.15 Catalina."

Unless you're willing to purchase the current (2021) version of Adobe Premiere Elements, then I suggest reading this article:
