Premiere Elements 2019 needs application manager install

Hello,

after several attempts to run Premiere Elements 2019 on my MacBook Pro (Mac OS Catalina 10.15.4) and clicking on the Video Editor tab, I keep getting a message that "Adobe Application Manager, required to start your trial, is missing or damaged"

It then directs me to (see attached screen shot) which appears to be an endless loop of links; where is this "application manager" hidden? I have unisntalled/re-installed the app several times hoping that the application manager would be included with the new install but no such luck.

I don't have a trial version; I have paid for this app and have a serial number.
