Premiere Elements 2020 Wont open

I have the app pinned to my desktop and my taskbar. Everytime i click it, the mouse makes the loading gesture (with the little blue loading circle). After that, the app does not proceed to open. Someone please help me. I tried the solution on the website but it was the 16.0 and i need the 18.0 one

I don't know what they suggested on the web site, but---

 

The program may not be shutting down completely and is still running in the background.

 

Assuming you're on Windows 10, right-click on the Task Bar and select Task Manager. In the Task Manager locate and end the Adobe Premiere Elements process. Your program will start then.
