Premiere Elements 2021 Crops High Resolution Image When Inserted (2018 Does Not)

I have recently upgraded from Premiere Elements 2018 to 2021. This seems to have introduced an odd behavior when images are inserted (Add Image...) from the Text menu. It seems that, if the images are high resolution, then Elements now crops the image before insertion (in a centered fashion). I cannot find a way to undo this cropping (scaling just scales the cropped image). I can work around the problem by downsizing the image before inserting, but that is not very efficient. Note that the "Default scale to frame size" option does not seem to have any impact on what happens (same result whether checked or not).

This cropping behavior was not present in 2018 (photos inserted were scaled to fit but didn't get cropped), so it seems like something has changed. Is there a different procedure that should be used? Is it a bug?

I appreciate any suggestions that anyone might have. Thanks in advance.

Hi!

Did you find a solution? I'm facing the exact same problem in Premiere Elements 2023 and can't figure it out. This is the only post I've found on the internet about it.

Unfortunately, we never found a great solution. The only thing that we could do was to resize the photo before inserting it into the project. That worked, but added a step that seems like should be unnecessary. Hope you have better luck!

Thanks for your reply!!! I've come to the same solution.

The most strange thing was that I actually opened a project made in Premiere 2019. It worked just fine there, but the image already in the project was cropped when I opened it in the newer version of the program. Very weird. It seems like a bug. I had to redo three videos already posted, because I didn't realize the problem before. Luckily only three...

Go to the program's preferences (under the Edit menu on a PC) and, on the General page, uncheck the option to Scale to Frame Size. Then add your photo to your title and see if it makes a difference. (Changing the setting only affects photos you add AFTER you change the setting.)

If that still doesn't do it (because I'm not completely sure what you mean you say your photo is either getting or not getting cropped), then it could possibly have to with the size and resolution of the photo. What is the height and width of the photo, measured in pixels?

Can you post a screen shot of your problem?

Thanks for your feedback. The "Scale to Frame Size" option does not seem to have any impact on my problem. I've inserted with the option checked and unchecked and the result is the same.

I've attached a couple of photos to this post. Each represents the same process, but one is in 2018 and the other is in 2021. I took a video, added a title slide on top of it ("Add Text"), inserted a ~4000x3000 JPG through the Text menu, then scaled the image to 25% and moved it to the corner (last part done just to see the video frame for reference). In the 2021 attempt, the inserted photo was cropped as soon as it was inserted (and I cannot figure out a way to undo that). You can see the whole image in the 2018 attempt.

If you look under the Edit menu, what is listed on the General page under Project Settings?
