Are you asking how to create DVDs or are you asking how to output a movie?

Google translate suggest that "Filmmenü" means "Movie Menu".  If so, it should be listed in the Tools drop down menu.  "Movie Menu" only applies to the making of DVDs.  No other format can use it.
