Premiere elements 2021 Won't update

In some page https://helpx.adobe.com/premiere-elements/release-note/update.html

WE can see there is an update 19.4. 
I installed from disk and it would freeze when I click update now.

Now I downloaded from Adobe account, and it's 19.0 and update is grayed.
