Premiere Elements 2022 freezes after adding text animation

Running fully updated Premiere Elements 2022 on a brand new Alienware R10 with RTX 3080 Ti graphics and AMD Ryzen 5950x CPU. Also running the latest NVIDIA Studio  Driver (V 516.94). 

Whenever I add animation to text and then render, the render hangs on frame 1. If I double-click the text clip, Elements freezes and must be closed. Everything works OK as long as there aren't any text animations (which I need for my project).

I've rebooted multiple times and tried with HW acceleration enabled and disabled. Inexplicably, GPU accelerated effects option isn't available because Elements does not support RTX 3080 Ti.

Thanks, but this did not fix the problem. I manually added the "RTX 3080 Ti" to the allowed list and was able to enable GPU Accelerated effects. Elements still froze after adding an animation to text and hung on frame 1 when trying to render. Note: Without text animations, Elements was able to render plain text.

I have never used a text animation so I can't offer any other help
