Premiere Elements 2023 (Editor/Organizer) will not produce any sound in Windows 10 64-bit

I've tried multiple video clips that make sound in every application (editors and players) but Premiere. Nothing I've tried in Audio Hardware in Editor or any setting in Organizer has worked, all volume levels are up and correct hardware selected. I've dug into all of the Windows sounds/levels settings and no sound comes out of the simple Realtek laptop audio card (driver 10.0.19041.1) from Premiere.

 

I've tried everything I've found here and elsewhere online to resolve 'no sound from Elements despite no audio issues with any other software' and nothing has fixed it. Any suggestions?

I had a similar problem.  Audio Mixer showed sound levels.  All other programs DID have sound, only Premiere had no audio output.  The tracks in the AP Editor were good.  Everything looked normal except no actual audio was coming out.
Here is the solution I found under a similar Premiere 2022 discussion.

Go to Edit > Preferences > Audio Hardware > Default Input.  Change the default Input to 'No Input'.  That is all.

 

I'm just guessing, but perhaps it was looking for sound from another input instead of the actual clip that had actual sound.  No idea.  Seems strange unless you're recording live from Adobe Premiere.

What is the source of the video?  What is the audio codec?  (You can use the free MediaInfo program to find that.)
