Premiere Elements 2024 - First frame after a cut in video

I leave this post in discussion it might be an idea of improvement coming from a bug.

Let's dive in.

We all know the cursor show the frame to the rigth of itself.

I record gameplay and/or movie sequences to make shorts on youtube and tiktok.

In my situation the rush I'm using is already edited, but I need to cut between all scene or as said camera plan.

Like I mention above the cursor show the "next" frame the one to the right side of the cursor. It suppose to make the source view the first image of the cut, but it sometimes show the last frame of the previous sequence. And sometimes it bug out to show, not show, then show and not show.

The result of the export makes the cut noticable and cranky XD. And I don't like the idea.

I hope it sounds clear how I explained.

My question is it related to the type of rush? Codec, the fact it is a screenrecording?

Is it a setup in the Elements that is disable?

Is it Neo who push to far the boundry of the jump cut?;)

here is a tiny video of the issue.

9:16 seems to be the problem. I made too much test about it that I re create a project similare of the 9:16 and it did not do the problematic, good chance in bad luck.

I also convert with handbrake to constant, which work, in h.264 converted only. The HEVC converted did not work. Also in h.264 converted, the playback quality in premiere elements 2024 was cranky.

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:

I use Constant frame rate when recording.

I tried to recreate the same issue and it seems to be when on a 9:16 4K project, plus, it might be also when making motion and scale (which is in 9:16).

Searching for solution here, it migth be the project setting??? Max setting for a project is 59.94 frame per seconde and my video file is 60 fps, it migth be the case? I'll go make the test and come back on it
