will premiere elements 14 make use of a GPU card to speed up rendering video?

If so, what features should it have?

If not, which video editing version would?

Premiere Elements won't take advantage of GPU, Premiere Pro will.

You will need at least 4GB VRAM for Premiere Pro CC:

Yes, but with a better card like a GTX1660Ti.
