Premiere Elements exports 24 fps project to 59.94 fps.

I have a video project with clips that are all 24fps. There are no clips at a different rate. My Export Settings for fps is set to match the source video, but the software shows 59.94 greyed out and exports at that higher fps (which I verified in Windows by right-clicking the file and looking at fps). When I manually export at 24fps, it is quite choppy.

Also, when I go to Edit > Project Settings > General, the timebase there shows at 59.94fps with no way to edit the value.

I viewed my individual clips and there are indeed 24fps.

With Premiere Elements you need to set up your project settings when you first start the project. You can't really change them later. And your project settings, not your original file, will determine the best output frame rate.

What are your complete project settings? What is the resolution, frame rate and origin of your original video? Did it come from a camcorder or another source?

The "normal" way (for most projects) is to let Premiere Elements establish the project settings automatically. This is done when the first clip is put on the timeline and it should be a "primary" clip. Project setting can be done manually but that is usually not necessary.
