Premiere Elements has encountered an error [..\..\Src\Core\Preferences.cpp-347]

I get the above error when attempting to launch Premiere Elements 12 with an account without admin privileges.  Any standard domain user account gets the same error (application installed locally).

Browsing the forums it seems like it points to rights to local folders.  However, our domain accounts are setup to redirect to the users personal home directory on a network drive.  Any fix?
