Premiere Elements Immediately Crashes After Failing to Locate Files

Adobe Premiere had been working fine for me for a good number of years. Today I got a warning that my system had been running low on memory, after deleting some files I tried reloading Premiere and it refused to start. I tried every solution including deleting the cache files (1 TB worth!) and eventually I managed to get to the stage where Premiere was working. HOWEVER, when I tried to open up one of my pre-existing files it asks me to locate a file that no longer exists. When I click skip or mark as offline the system immediately crashes.

What are the specs of the video you are editing? What is its resolution and frame rate?

And, if you look under the Edit menu, what is listed on the main page of Project Settings?

I can't reach the edit menu because it crashes when I try to skip looking for the file. The system is looking for a video that no longer exists.

If the file does not exist any more you hit Offline.
