Premiere Elements Installer does not initialize

Premiere Elements 15 can not be installed,

The error installer does not initialize,

Find no solution to this problem

System Mac OS X El Capitan, new Macbook pro with 16 GB RAM

Installation of DVD and download does not work

Please help me
