Premiere Elements System32 MSVFW32.dll error

Whenever trying to open Premiere Elements I always get the following error message:

 

I have tried uninstalling and reinstalling the program, and updating C++. I still get this error message and can't open Premiere. If anyone can help, I would much appreciate it. Thanks!

What version of Premiere Elements?

The icon on my desktop says 2020, although when I first installed it, it was version 17. Not sure if/when it updated.
