Premiere Elements Trial stuck full screen

As a newcomer to video editing, I just downloaded PE 2018 trial and installed it.  The program opens in full screen mode on my pc but will not shrink when I grab a corner of the application .  The screen just flashes and it goes back to full screen.  This seems a bit of a basic problem - never experienced it before with any other app.

Does anyone know what could be wrong?
