Premiere purchase

IS it possible to purchase Premiere videp editor outright so that I own it rather than merely subscribing at a monthly or yearly rate?

Premiere Elements and Premiere Pro are two different video editing applications:

Premiere Elements is a one time purchase with a license that doesn't expire.

Premiere Pro is a subscription, either yearly or monthly. When your subscription is stopped, the software stops working.
