Problem with reactivate Premiere elements 2020

I'm having trouble reactivating Premiere Elements 2020 after my PC crashed. I can't log out of my old PC (continuous BSOD).
During activation, I get a message that there are too many activations.

The agent said he can't help me.
How do I reactivate the software?
The product is visible in my software list in my Adobe account.

If you're installing the program on a PC that's it's previously been activated on, you should have no problems.

However, Adobe no longer supports older versions of the program and, as you've experienced, will not offer tech support. I know of no way to activate that version of the program.

I have the same issue.

I tried to contact live support and they instantly left the conversation without even trying to help.

Terrible service.
