Project Presets Missing

Is there a way to contact a person (chat or otherwise) in Adobe Support? There are currently no options.

Running Ver 18 on Windows 10. I am attempting to add a video that needs to be forced to horizontal orientation. According to Adobe Help, I should have Project Presets when I start a new project:

And this is what I see:

Any ideas?
