Project won't open after making menu

Premiere Elements 15 - After making a menu for a project, the project will not re-open. It tries to open but then I get this message:

Premiere elements has encountered an error:

Then the entire program wants to shut down

I tried restarting the computer - doesn't work

I tried re-installing the program - doesn't work

What's going on and how can I fix it?
