Today I purchased the PS and PR elements bundle 2023 but it is saying "version 21.0" I suspect something is wrong because when I purchased PS elements 14, I got the version 14.
Can someone tell me why it is so?

John is correct. The 2023 version of the program is version 21.0.
A few years ago Adobe started naming the program versions after the year of release rather than the version number.. Though internally, it's still named after the version number.
