Random GoPro 11 videos are glitchy, flashing, sometimes upside-down in Premiere Elements 2023 Win 11

I use a variety of videos from my iphone 16, from my husband's Samsung phone, and now also from a GoPro 11 in Premiere Elements 2023 on a Windows 11 computer.

Mostly it comes out fine.  Every once-in-a-while, one of the GoPro videos gets glitchy.  Meaning instead of a smooth video just one frame displays and it flashes on and off on and off repeatedly.  Last time I noticed one frame and then the same frame again but upside down and they were both flashing that way.  After a couple seconds it moves on to the next clip and all else is fine.  What I usually do to fix it is put it in a new project by itself and export and then use that file instead.

Is that familiar to anyone?  Any tips?

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:

I tried the Handbrake solution and it worked so I can move on now.
