My Premier Elements 15 crashed everytime I tried to launch it at the: Loading ImporterQuickTime.prm. I used Windows 10 and Windows Defender for virus control, So I went to START>Settings/Update and Security/Windows Security/Virus and Threat Protection/Virus and threat protection settings/  Then turned off "Real-Time protection". Premier Elements then launched perfectly everytime. Obviously, I did not want to leave "Real-Time protection" off so I turned it back on and scrolled down "Controlled folder access>Managed controlled folder access>Block History  Then I looked at the log of blocked folder acesses found a list of App or Process blocked: PremierElementsEditor.exe (an entry for each time I tried to launch Premiere). I then gave it permission to PremierElementsEditor.exe to access the folder. Now it launches everytime.
