Recover Information to Rebuild Crashed Adobe Premiere Elements File

I have the following error on a Premiere Elements file:

Premiere Elements has encountered an error.

[..\..\Src\Video\VideoSegment.cpp-55]

Is there a way to exact the right text from the .prel file to pull out the edits or edit timing to rebuild the file?

    I have no idea what that error means. 

    Premiere Elements will have created backup copies of your .prel in the folder "Adobe Premiere Elements Auto-Save" under your main project folder. Copy these to a temporary folder and see if they open correctly.

    If they do, consider exporting your project to a format similar to your source media. This will then be available to import into any PRE project.

    The backup files are 2 days old and do not contain enough of the edits made.

    I am interested in extracting from the file that will not load information that could load or be salvaged if possible.  Such as the timing and cuts made to the video files.

    Unless you've turned it off, Premiere Elements makes automatic backups every 10 minutes or so.
