Seriel banned after unistalling

I have uninstalled Premiere Elements 21 and now my serial are banned ? Whats wrong with that. I have activated Elements with the same serial, and i have downloading the Program here from the adobe site.

Yes, you need to deactivate a program before you uninstall

Did you DE-activate before uninstalling?

If not, you need to contact Adobe to have your activation count adjusted

BE SURE TO ONLY ASK FOR ACTIVATION SUPPORT TO ADJUST YOUR ACTIVATION COUNT
You may need to PERSIST or TRY AGAIN to find a support agent with more experience

I have to deactivate first befor in uninstall ?
