Shake reduction locking on wrong thing. What to do?

Premiere Elements 2022. I have a video where shake reduction is locking on the wrong item. Is there a way to specify which object is stationary? (like object tracking)

To be more specific, I have a handheld video of a raft of floating cranberries floating past a sprinkler head. The raft covers the entire screen with the exception of the sprikler head. The Shake Reduction seems to be assuming the cranberries are a stationary background. I'd like to be able to somehow use the sprinkler head as a stationary object to lock onto.
