Sharing clips from one project to another
Is it possible to copy an edited clip from one project to another

No, not in Premiere Elements.
You can do that in Premiere Pro.
You can, however, export (share) a portion of the timeline to an mp4 and then use that clip in another project. You won't be able to change the edits, however.
