What are the steps I need to navigate to enhance the resolution of an mp4 file the highest resolution possible?

You cannot enhance SD to HD with Elements certainly not with the Sharpen effect.

Topaz is the way to go.

I have done several projects: enhancing D8 to 720p and very happy with the results.

I tried the sample but wasn't happy with the results. It's a vob file converted to mp4. The video source comes from a MiniDV tape camera

Topaz is not just pop in the file and it comes out all shiny.

It takes trial and error.

Besides I used the original footage not a dvd file.

There is a Sharpen Effect, that changes contrast of existing "pixels" but it has to be used very gently.  You can't get much enhancement out of it. 

 

You can't enhance the resolution by adding pixels.  If it is 1920x1080 HD, you can't make it 3840x2160 UHD.  No video editing program I know of can do that. 

 

Can you be more specific about what exactly you are trying to do?  What is the source?  What is the intened output?

What is the step by step click navigation process to use the sharpen effect? I'm trying to fix the resolution of a video that's standard definition I want to increase the resolution by at least 30 percent.

There is no way to increase the pixel resolution of standard definition video in Premiere Elements.  The Sharpen Effect is one of many in the Effects panel.  When you find it, you select a clip on the timeline, slide the effect to that clip and adjust the slider.  But, it won't do what you want.
