Signup error

Just asked about difficulties with uploading to youtube.  Decided to reinstall PE9 and reset all my passwords, youtube accounts, to see if that would help.  When I went to choose my "new" adobe ID, I now get the message

Photoshop.com services are currently unavailable. Please try again later or check your network connections.

I did both, but still same message.  Also, I did not install adobe photoshop.  Elements has worked without it previously.
