Simple question

Sorry for such an elementary question. But, I'm interested in editing continuous drone video. My pitiful current editor will not, with ease, edit center portions to create clips which can then be used with transitions. Will Premier Elements 2020 take an 8-10 minute continuous video and allow for clipping pieces out with relative ease? Everything I've read details "trimming". Current crap software will trim from the ends. 
Appreciate a quick word from the pros.
