since win 10 update 1709, I can not start premier elements 15 anymore.
With help von Adobe we could fix the "msvcr120.dll", but wenn I changed back
to my User account it was the same again, also with the admin account.
After hours of ... i started up to focus on the Defender.
Finally: Control for antivirus > Controlled access of Folders > Apps pass trough protected folders enable > add permittet apps = (enter root directory of) PremiereElementsEditor.exe and Adobe Premiere Elements 15.exe
