Splitting video without re-compression/re-encoding

I want to split a movie without re-compressing/re-encoding.

For example:

I have a 100-megabyte, 10-minute movie file. I want to obtain a 10-megabyte, 1-minute movie file from it. Please tell me whether we can and how to.

Premiere Elements does not have a "smart render" feature.

It may be possible to get a similarly sized file from your video -- but it will be processed.

There are programs that "smart render" but Premiere Elements is not among them.
