How can I get Premiere Elements 2020 v20.0 to recognize my Sony GV-D200 Digital8 Video Cassette Recorder?

Find an old computer with say Windows 8, put in a firewire card and install WinDV

Capture all your tapes.

These avi files you can use in 2020 might even be able to make a dvd.

Premiere Elements hasn't interacted with miniDV and Digital8 video camcorders since version 12.

You'll need to use third-party software to capture the video. Which you use depends on whether or not your computer has a FireWire connection. Most computers today do not.
