Syncing multiple audio tracks

Please help. I am creating a video where I am playing each part of a 9 part piece. I want to put them together which means lining up each entrance carefully. I know I can't have 9 separate audio/video tracks. That's fine. I'm going to combine them into small groups once they are synced. I am having a great deal of trouble getting the tracks to line up exactly. I can get them very close, but that's not good enough. It seems as though the tracks just want to start at a certain place and I'm not able to control that. They have to be exact. I am a novice user of Premiere Rush and I'm hoping this isn't too difficult to address. Thank you.

Unlike Premiere Pro, there is no specific tool in Premiere Elements to sync audio tracks.  You have to do it manually.  It can be slightly off due to frame timing.   A (free) copy of Audition can help.  https://www.youtube.com/watch?v=E2kLOnOnx9c

Are you asking about Premiere Elements or Premiere Rush?

I have the same question in regards to what's the best way to syn multiple audio clips? I'm trying sync a PIP overlay.

Premiere Elements 2019 is the software I am using.
