Tethering to DSLR? (Premiere 2018)

greetings gurus!

i am new to premiere elements(2018) and will be using it for video. i would like to know if it will let me tether my DSLR (Nikon D5100)? is it possible to see the video set up before recording (or while recording if possible) on my laptop (running windows 10)?
