the keyboard shortcuts- Ctr Alt with arrows

I am trying to carefully place as many as a dozen clips into the output at the same time.
all are scaled and cropped, it is just hard to 'nudge' them into precise placement.

time is not a problem, they are all aligned and cut perfectly.
the problem is, with a dozen clips on the screen at the same time,
moving them perfectly into position.
helps says you can nudge them into position,
but Ctr Alt with arrows does not seem to have any effect.

ideas?

In Premiere Elements, you can not nudge a clip's position using the arrow keys. The arrow keys control the position of the playhead only.

 

Despite what the Help file says, I only know those "nudge" shortcuts to work in Photoshop Elements.

I guess I can try and see it in the timeline curser.
but the help says ctrl+alt+ up dn left right nudge 4 or 5 pixels,
in the image in the monitor.

how does the timeline ''nudge' in pixels?

I just tried it.
they do not move the timeline  cursor.

what should i see happen?

and if you are correct, someone should tell adobe
their help is just plain wrong.
