Timeline not shown in Applied Effects window

I'm using Premiere Elements 15 with Windows 10 and reading about using keyframes with applied effects. According to what I'm reading, when you click on the stopwatch at the top of the effect's window, it should display a timeline. The keyframing works as expected but the timeline display is not there, nor are the three controls for adding a new keyframe or jumpting to previous or next keyframes . Is there some setting to turn it on and off? Thanks.

In checking out this YouTube video (Basic Motion Path Keyframing), it's now clear how to open  the keyframe timeline, as shown from 3:20 to 3:33. You have to click on the stopwatch at the top of the Applied Effects panel. I was just clicking on the stopwatch on the title bar of each applied effect.
