track selection changes from Video 1 to Video 2 when trying to adjust scale and position

Using Premiere Elements 2023: I have multiple video layers, and I am trying to adjust the position and scale of one layer by dragging the "handles" to zoom and reposition. I have a bunch of places I need to do this and other effects -- and I am on a tight deadline. 

 

The problem is when I select Video 1 and click in the window to manipulate the video scale and position, the selection changes to the Video 2 layer and my adjustments are made on the wrong layer even if Video 2 is hidden.

 

I am able to pan and zoom ok, but would prefer to control it with the "frame handles."  I also would like to understand why this is happening so that I understand the software better.

When you click on the Monitor window to make an adjustment, you'll select the top-most layer or track of video. 

 

To work on a lower track, you can try temporarily disabling the upper track by clicking on the filmstrip "Hide" icon on the Track Header to the left of the track.

Hi Steve, thanks -- I tried hiding the upper track, but it still auto-selects and makes changes to the upper track instead of the lower track I initially clicked on.

You're right.

 

There is no way to do what you want to do that I know of.
