Unable to customize keyboard (options are grayed out)

I follow these steps, Customizing shortcuts  and I'm unable to edit or create shortcuts because the options for doing so are grayed out. I'm using Adobe premiere elements if that makes any difference.

I have the same problem in premiere elements 2018, windows 10.

I have Premiere Elements 2018 and Windows 10.  I don't have the issue.  Can you be more detailed about what and how you trying to make custom shortcuts.

Please share the screenshot of how your customising shortcut window look alike and did you made copy of default shortcuts. Also let us know the version your working on because your referring to Premiere pro elements 2018 guide.
