Unable to duplicate "Titles" in Premiere Elements 2021

I'm unable to duplicate "Titles" in Premiere Elements 2021.  I see Copy, but paste doesn't seem to work.  Is this a bug?

 

Is there any way to duplicate a title in PE 2021 or at least save a title as a template?

Duplicate titles within the Project Assets.  Then drag them to the timeline for editing.

And make sure you right-click and select the option to Duplicate. Don't copy. If you copy you will create a clone of your title and any changes made to one copy will affect all of the copies.
