Unable to open Premiere Elements 13 on reinstalling on new computer ?

Hi

I have tried to reinstall Photoshop / Premiere Elements 13 onto my newly purchased computer from the software download card.

The Photoshop Elements works fine but the Premiere Elements application will not open at all when clicking on create a new project.

Please help.
